Display Options -> Display Mode -> Interaction -> Step -> Coarse/Medium/Full

By default it's Full. No idea why yours gets bugger'd up.

Damn, the number of times I've had this and spent god alone knows how long to find where the setting is. And each time, can I find it? Can I buggery.
It's some kind of playback or scrub option, it's set that way by default, it's actually slower because there's a huge pause before zoom/pan starts, once again I can't find where the damn thing is. Annoying, isn't it.
