Scene Ambience / default shader Ambient colour

Perhaps I'm missing something really obvious, but I'd like to be able to 
set my Scene Ambience to Black as a default; and more importantly, set 
the default ambient colour of all materials to black permanently. Most 
of the time I want my materials to have their Ambient colour set to 
black as a default rather than the .3 grey - but I've no idea how to do 
this - or if indeed it is possible...
