That is an old preference and it only works if you turn off manipulators.
 
We decided not to support multiple transform axes for manipulators because it makes picking and interaction mor e difficult when manipulatros are overlapping.
 
If you select multiple components in local mode it will show a single manipulator but the transformation will be applied to all the components individually.
 
Hope this clears things up.

How can I make to display multiple transform axis selected over

multiple objects or components?

 Transform Preference > Show Multiple Transform Axes doesn’t seem to work…
