That's very sad, I remember some times ago softimage was very good for toon rendering, now it's just basic...

Yes, and not a very impressive one either to be honest (I'm certain that engine should be capable of better results in the right hands).

Toon rendering has been around for a long time, there is a lot better out there than simply fresnel and outline based stuff.  e.g. Sketch & Toon (C4D) probably one of the best ones out there at the moment: 
the Maya inbuilt inking "Toon" system, and several plugins that use paintfx to great effect, then there's Final Toon (from Cebas) http://cebas.com/products/products.php?UD=10-7888-33-788&PID=37 and of course Brazil has some OK toon stuff there too....

Basically before you even get to the truly awesome white paper specialist tools and models developed out there there's a lot of high quality cel/tool rendering solutions on the commercial market that have been there for some time, and are very capable of excellent output and effects (in the right hands).
