More important is Express or not. With Express you have to separately
download the 64 bit compiler. With the non-free versions the 64 bit
option should already be there. I know Bernard recently summarized how
to do it with the 2003 PSDK. The new 64 bit compiler for 2008 has
recently become available for download with the Windows SDK. There's a
nice summary of how to use it with Express here:

64 bit on a 32 bit workstation as a matter of preference. Assuming
correct libraries in place of course.
