I spotted a similar technique a while ago - we were doing one of those 
crazy map-zoom type jobs and wondered if there was a way of using vector 
graphics at rendertime. I spotted a paper written at Bournemouth Uni, 
they had developed a renderman shader that takes a vector image as an input.

The job we were doing was very quick, so raster images were used instead.
